公共事业单位员工激励问题研究 ——基于俄罗斯和中国的比较分析

论文摘要

俄罗斯和中国也许是世界上最重要的发展中经济体。在不断变化趋势的影响下,如以市场为导向的经济,先进的科学技术,全球化进程,事业单位的管理者们正在学习创造新型的以人为本的组织文化。所有组织活动的重点都在于政府公务员的表现。然而,公务员工作表现的好坏与他们的积极性紧密相关。在当前的教育与科学研究中,激励已经日益引起专家学者的关注。因此,本文致力于研究在高等教育部门中员工激励的问题。本文旨在探讨在中国和俄罗斯的公务人员是如何被激励的,在公共服务激励中行政经理遇到的不同的挑战分别是什么,以及他们如何去防止重要员工丧失积极性。论文主要有6个章节组成,主要论述了对公务员激励的理论研究。实际效果研究。一些建议和结论.第一章论文的研究背景及意义,国内外研究现状和本论文研究方法;第二章强调了以下几个重要概念:激励。公共部门。员工激励原理等;第三章分析了中国和俄罗斯事业单位的现状,并对中国和俄罗斯事业单位员工激励的特点进行比较分析;第四章结合具体实例(俄罗斯远东联邦大学)来分析如何激励大学教师,如何提高大学教师的工作满意度;第五。六章给出了改善事业单位激励的三方面建议:理论层面。中国经验以及成功发展激励策略方面的建议。无论如何,中国的公共部门更具吸引力,并且在开放市场经济的转变中已经做得很成功。俄罗斯的公共部门的管理者应当致力于有效地激励他们的员工,以便他们能够更好地履行他们的职责。
