论文摘要
冷战结束后,俄罗斯的综合实力大大降低,在国际上的影响力也急剧跌落,几乎沦为“二流”国家。独立之初向西方“一边倒”政策的失败使俄罗斯开始重新审视自己的外交方向。为了恢复大国地位,重振昔日雄风,历经波折的俄罗斯转而实行东西并重的“双头鹰”外交路线,并开始重视同亚太地区合作。与此同时,东盟也已经发展成为亚太地区很有影响力的国际组织,并开始在该地区发挥日益重要的作用。因此,俄罗斯越来越重视发展同东盟的关系,希望借助东盟的力量,恢复在亚太地区的影响力,重振大国地位。此外,同东盟在经济和安全领域开展合作对俄罗斯来说也十分重要。东盟一直致力于维护本地区的和平与稳定,执行“大国平衡”政策。而在冷战后的亚太地区国际政治舞台上,美、日、中三个大国的关系占据了主导地位。为了平衡这三个大国的力量,进一步实现地区力量的多极化,东盟也希望同俄罗斯加强政治联系。在双方互相接近的意愿下,两国在各个领域的合作很快展开:政治上,俄罗斯和东盟国家保持密切的互访,并在东盟和东盟地区论坛机制下进行接触交流;经济上,俄罗斯和东盟签订了一系列的贸易协定,为了促进双方经济合作更好的发展,还成立了东盟-俄罗斯共同合作委员会、东盟-俄罗斯商业和工业家联合会、东盟莫斯科委员会、共同计划管理委员会和俄罗斯-东盟对话伙伴金融基金等机制。2005年俄罗斯-东盟峰会的召开标志着双方的合作又达到了一个新的高度。俄罗斯与东盟关系的历史可谓是风风雨雨,现在虽然保持着良好的发展势头,但仍有一些消极因素还在阻碍着双方合作的进一步进行。究竟双方能否克服困难,取得更大的合作成果,还有待进一步观察。
